נסים בן ברוך רג׳ואן, מזרחן וסופר, נולד למשפחה קשת יום בבגדאד, עיראק בט״ו בכסלו תרפ״ה, 12 בדצמבר 1924. בשנים 1942–1945 עבד בבנקים בבגדאד. כמו כן החל בכתיבה, והיה עיתונאי בעיתון בשפה האנגלית שיצא לאור בבגדאד. בשנת 1951 עלה לישראל במסגרת ״מבצע עזרא ונחמיה״. הוא למד באוניברסיטה העברית בירושלים. רג׳ואן החל לכתוב ביקורות ספרים בעיתון בשפה האנגלית Jerusalem Post, ונהג במשך שנים לכתוב מדור קבוע בשם ״הטור השולי״. מאמריו בכתב העת קשת (בעריכת אהרן אמיר) הקנו לו מעמד של הוגה דעות מרכזי. הוא היה העורך של העיתון בערבית אל-יום של ההסתדרות בין השנים 1959 ל-1966. וכמו כן היה בין ראשוני הטלוויזיה הישראלית בערבית. רג׳ואן היה עמית מחקר במכון ע״ש הרי ס׳ טרומן למען קידום השלום באוניברסיטה העברית בירושלים.
    רג׳ואן נפטר בד׳ בְּחֶשְׁוָן תשע״ח, 24 באוקטובר 2017 ונטמן בהר המנוחות בירושלים.
